The simple fact that that you don't understand this betrays your lack of understanding about the situation in general.

By the way, NATO partnerships is not the same as a NATO membership. Ukraine is a NATO partner. If they were an actual member, then Putin would have triggered Article V, and we would be at war with them instead of playing proxy-war.
